The straw-hat pirate is swift, but he cannot run with the velocity of light even if he could, Naruto would still dodge any attack because Luffy is FASTER than light. Luffy’s power over Haki is unrivaled. But, it’s not anything compared to Naruto’s energy reserves, due to his Uzumaki blood.

Naruto, naturally, is not without weaknesses and limitations. But Naruto’s weaknesses aren’t as significant as Luffy’s weakness, which is water. Naruto has power enough to take down a nation and can easily wipe out any island they are fighting over and make Luffy plunge into the ocean. Because Luffy can’t perform anything in this circumstance, Naruto wouldn’t even need Sage Mode to defeat him or even the KCM as well as Asura Kurama modes.

In a nutshell, Naruto wouldn’t just win but he’d also destroy Luffy. But don’t be discouraged, One Piece fans; Luffy is powerful in his own way and is part of a distinct universe.
